Program Director — Can’t Wait to Learn, War Child Alliance

For Luke Stannard, it’s very clear who bears the duty for education systems: governments. Which is why it’s so important to work closely with governments and other partners to deliver humanitarian and development projects at scale that support systems change. 

 

Luke manages the global strategy for ‘Can’t Wait to Learn’ and supports teams across nine countries. As well as ministries, the stakeholders he brings together include national and international NGOs, donors, private businesses, universities, and local communities. 

 

Luke promoted evidence-based decision-making early in his career — leading research looking at participatory approaches to curriculum development with adults, while still working as a secondary school teacher and teacher trainer in London.  

 

From there, he became a research consultant, work that included writing a systematic review of how to use education technology to support learning in emergencies — focused on ‘what works’ to improve learning outcomes. He’s also supported research around attitudes towards educational technology in the Middle East, Somalia, East Africa, and beyond. 

 

Before joining War Child Alliance, Luke spent seven years at Save the Children, where as Senior Education Advisor he led the work of 120 country networks on teacher professional development and education technology. He was also the first dedicated education technology focal point for a humanitarian education cluster, working with the Ministry of Education in Ukraine. 

 

He holds a Masters degree in Development Studies from the IDS at the University of Sussex and is a qualified teacher from the UK.
